Summary

Energy infrastructure is facing increasingly complex security challenges under our new geopolitical realities. This project brings together legal and economic scholars to explore how contemporary threats—physical as well as financial—shape the way we design, regulate and operate Europe’s energy systems.

The initiative is one of four proposals selected by the French‑Nordic Trilateral Programme, based on excellent external reviews and its strong potential for long‑term scientific cooperation. Led by Catherine Banet at the University of Oslo, the project aims to generate new knowledge on the common threats that challenge today’s legal and economic frameworks in the energy sector. With the Nordics and France playing central roles in Europe’s energy production and transport, cooperation across these regions are not only relevant but essential.

The project will share its findings widely. Alongside scholarly publications—including two edited volumes based on project workshops—the team will produce a series of research briefs aimed at practitioners, policymakers and other non-academic audiences. Junior scholars are an active part of the project. PhD students will join dedicated sessions on methodology and take part in paper development workshops, helping to build a foundation for lasting collaboration across institutions and disciplines.
